Sir,

I have the honour to acknowledge the receipt
of your despatch No.143 of the 24th May, 1938, regarding
the grant to officers of extensions of leave to suit steamship arrangements and on the grounds of urgent private affairs.
2. Before drafting a general order to accord with the second paragraph of that despatch I shall be glad to know how the rule quoted is adapted, in the East African colonies, when long leave is spent not in the United Kingdom or even Europe but in, say, South Africa or Australia.
3.
There is the further complication that return passages to this Colony are frequently taken by other routes than the normal Suez route, in particular across the Pacific and by the trans-Siberian railway, and I shall be grateful for guidance as to the interpretation of the rule in question in such cases.
4.
I have noted your instructions as to extensions of leave on the ground of urgent private affairs and these will be incorporated in the revised general order when the other points raised in this despatch are settled.
I have the honour to be,
Sir,
Your most obedient, humble servant,
and hottest
THE RIGHT HONOURABLE
MALCOLM MACDONALD, M.P.,
&c.,
&C.,
Governor.
